Dear Winnie, thanks for sharing your thoughts and appreciation. You are absolutely right, the preference for the status quo is a 'killer virus' on the continent. It brings to the fore, the inadequate drive to  'manage and communicate results'; 'manage for and communicate for results'; and to be 'held accountable' in the public sector. Sure, some thoughts have been shared in the article on the way around this syndrome, particularly with the Singapore experience of PSR-its ultimate focus was on the human resource in/for the public sector.
